BACKGROUND:
Child Labor in America did not end until 1938 with the passage of the Fair Labor Standards Act. Before it was finally terminated there were several attempts to regulate or control it. One of these attempts was issued in 1933 by the North Carolina Department of Labor. These regulations only applied to children living in the state of North Carolina. One of the issues that could not be agreed upon was who had the right to decide labor laws; each individual state or the federal government for the entire country. This is called States Rights vs. Federal Rights. The Fair Labor Standards Act of 1938 was passed by the Federal Government and finally ended child labor in all states.
